Shopkeeper Fined for Illegal Vapes


A Dagenham trader has been ordered to pay more than £1,500 in fines and costs.

The owner of a shop where almost £45,000 worth of non-compliant disposable vapes were discovered has been ordered to pay more than £1,500 in fines and costs following a prosecution by Barking and Dagenham Trading Standards.

When Officers visited Dubai Shisha on Rainham Road South in Dagenham on 15 May 2024, they found 3,736 illegal and oversized disposable vapes. The devices had a tank capacity of up to 10,000 ‘puffs’, way above the legal limit of 600 puffs or 2ml. The combined estimated retail value of the devices was £44,832.

The shop’s owner, Farhad Fahmi Hussein, of Downland Drive, Hove, appeared at Barkingside Magistrates’ Court on 15 July where he pleaded guilty to a breach of Regulation 36 of the Tobacco and Related Products Regulations 2016.

As a result Hussein, who had previously been warned about selling illegal vapes, was issued a fine of £326, plus a victim surcharge of £130, and ordered to pay costs of £1,100, resulting in a total penalty of £1,556. He has also been warned that his business may be subject to a closure order if further breaches are found.

Councillor Syed Ghani, Cabinet Member for Enforcement and Community Safety with responsibility for Trading Standards at Barking and Dagenham Council, said: “Illegal vapes pose serious health risks and undermine efforts to regulate the market for the safety of consumers — especially young people. We will continue to take firm action against traders who flout the law.

“Repeat offenders risk not only prosecution but also the closure of their businesses.”
